D3 Celebrates New Ownership


TYSONS CORNER, VA—D3: Designs, Data, Decisions, a global, full-service market and social science research company, today announced the purchase of the company by longtime executives Matthew Warshaw and Kelley Milligan Kline. Former COO Warshaw is now CEO, and Kline remains CFO. After years of planning for this ownership transition, Founder and former CEO David Jodice, Ph.D., has left the company.

D3 has long been the go-to source for reliable global research solutions for the U.S. government, international development organizations, cross-sector think tanks, and international media organizations. U.S. government clients include the Department of Defense, the Department of State, the U.S. Agency for Global Media, and USAID. Global partners include NATO, the World Bank, the United Nations, the World Justice Project, the International Committee of the Red Cross, BBC, and META.

Warshaw, who was the company’s 5th employee, grew its staff to more than 50, and its reach to over 150 countries, including fragile states and conflict environments. Warshaw has led projects around the globe including in countries such as Brazil, Bosnia-Herzegovina, Haiti, India, Mexico, Sudan, Taiwan, Ukraine, Venezuela, and many others. Highlights of his more than 25 years of innovation in social science research include development and oversight of nationwide research capacity in Iraq and Afghanistan, as well as the development of multilingual telephone interviewing centers for cross-border polling. Warshaw has also led D3’s expansion into Latin/South America, Africa, and Southeast Asia. In addition, he led the internal development team for D3’s proprietary software, Research Control Solutions. that is used in hundreds of survey projects annually.

Warshaw serves as the Chair of the Board of Advisors for the Dean of the School of International Service at American University.

Kline is a Certified Public Accountant with more than 20 years of professional finance experience. She is exceptional at strategic planning, international financial management, forecasting, financial analyses, contract planning, project management, and tax and auditing procedures. Kline also manages D3’s investments in new initiatives, business viability, and foreign/domestic tax implications. She maintains D3’s company risk management program and is responsible for cost-benefit analysis, obtaining funding for various projects, and security functions for the company.

To remain at the forefront of developments and trends in survey research, D3 has invested heavily in building a strong network within the broader international public opinion community. These networks include the World Association for Public Opinion Research, the American Association for Public Opinion Research, the European Society for Opinion and Marketing Research, the Roper Center for Public Opinion Research, and the Society for International Development—Washington Chapter.
